"ალდაგი" და ქართული სადაზღვევო ბაზრის პირველი 30 წელი

თუ შეიძლება, რომ სადაზღვევო ბიზნესს ჰყავდეს მემატიანე, რომელიც ამ სექტორის განვითარებას დასაწყისიდანვე მოჰყვება, ეს საქართველოში “ალდაგია”.

2020-ში კომპანია 30 წლის გახდება. ამ ხნის განმავლობაში ბევრი გეგმა იყო დასახული – იყო მიღწევებიც და იმედგაცრუებებიც. მთავარი მაინც ისაა, რომ “ალდაგი” ყოველთვის იყო და არის სადაზღვევო ბაზრის ფლაგმანი, რომელსაც თავისი ინოვაციებით მნიშვნელოვანი წვლილი შეჰქონდა მის განვითარებაში.

ქართულ სადაზღვევო ბაზარზე “ალდაგის” წამყვან პოზიციებს, გუნდის სხვა წევრებთან ერთად, დაზღვევის პროფესიონალები – ანდერაიტერები და აქტუარები განაპირობებენ. ეს პროფესიები განმსაზღვრელ როლს ასრულებენ სადაზღვევო საქმიანობაში და დღეს სწორედ ამ პროფესიებზე გესაუბრებით.

როდესაც ჩვენ რომელიმე სადაზღვევო პოლისს ვიძენთ და ამაში გარკვეულ საფასურს ვიხდით, უნდა ვიცოდეთ, რომ ამ პროდუქტის დიზაინსა თუ ფასს სწორედ ანდერაიტერები და აქტუარები განსაზღვრავენ. ამ ორ პროფესიას შორის მსგავსებაცაა და განსხვავებაც. მსგავსება იმაში მდგომარეობს, რომ ორივე პროფესიის წარმომადგენლები რისკის შესწავლით, ანალიზით და მასთან დაკავშირებული გადაწყვეტილებების მიღებით არიან დაკავებულნი, თუმცა ამას განსხვავებული მიზნით და მეთოდებით აკეთებენ.

ანდერაიტერი კონკრეტული, რეალური რისკის შეფასებას ახდენს და გადაწყვეტილებებს იღებს ამ რისკის დაზღვევა-არდაზღვევასთან დაკავშირებით. ამგვარი გადაწყვეტილების მიღებისას იგი აქტუარის რეკომენდაციებს ეყრდნობა. თავის მხრივ, აქტუარი ამ რეკომენდაციების შესამუშავებლად, რისკს, როგორც მათემატიკურ ობიექტს, განყენებულად სწავლობს – აკეთებს დაშვებებს, შეიმუშავებს მოდელებს, მათემატიკური სტატისტიკის მეთოდების გამოყენებით ამუშავებს მონაცემებს და სტატისტიკური დასკვნები გამოაქვს. ამ ერთგვარად აკადემიური საქმიანობის შედეგი სწორედ ის რეკომენდაციებია, რომელთაც აქტუარები დაზღვევის სხვადასხვა მიმართულებისთვის შეიმუშავებენ და რომლებსაც შემდგომში ანდერაიტერები იყენებენ.

აქტუარის პროფესია ახალგაზრდაა. ტერმინი აქტუარი ჯერ კიდევ ძველი რომიდან მომდინარეობს, თუმცა მან დღევანდელი შინაარსი დაახლოებით 250 წლის წინ შეიძინა. ეს პროფესია მრავალრიცხოვანი არ არის და უფრო მეტად ელიტარული პროფესიების რიგს მიეკუთვნება.

საქართველოში აქტუარულ პროფესიას 1998 წელს, აქტუარებისა და ფინანსური ანალიტიკოსების ასოციაციის დაარსებით ჩაეყარა საფუძველი. ამ ასოციაციის ერთ- ერთი დამფუძნებელი გურამ მირზაშვილი, რომელიც “ალდაგში” 1999 წლიდან მუშაობს, იხსენებს, რომ იმ დროს საქართველოში პრაქტიკულად არავინ იცოდა სიტყვა “აქტუარის” მნიშვნელობა. “ხშირად ეს სიტყვა “აქტიურში” ერეოდათ, ხოლო სიტყვა “აქტუარული” – “აქტუალურში”. “ეს ბუნებრივიცაა, რადგან ამ პროფესიაზე რეალური მოთხოვნა იმ დროს არ არსებობდა, მაგრამ მე და ჩემმა კოლეგებმა დავიწყეთ პროფესიული სტანდარტების ჩამოყალიბება, საგანმანათლებლო და საკვალიფიკაციო შესაძლებლობების განვითარება. ეს ხდებოდა პრაქტიკულად წინასწარ, იმ იმედით, რომ ბაზარზე გაჩნდებოდა მოთხოვნა კვალიფიცირებულ აქტუარებზე და ამ მომენტს ჩვენ მზად დავხვდებოდით. მას შემდეგ ოცი წელი გავიდა და, ცხადია, ბაზარმა გარკვეული პროგრესი განიცადა, გაიზარდა აქტუარის როლიც ბაზარზე, თუმცა ჯერ კიდევ არ დამდგარა ის მომენტი, როდესაც ეს პროფესია დაიკავებს იმ ადგილს, რომელიც მას განვითარებულ ქვეყნებში აქვს მიჩენილი”, – ამბობს გურამ მირზაშვილი.

უნდა აღინიშნოს, რომ ევროკავშირთან ასოცირების ხელშეკრულებაში პირდაპირ არის მითითებული, რომ საქართველოში ფინანსური ბაზრის განვითარებისთვის აუცილებელია აქტუარის პროფესიის განვითარება და დღეს უკვე აქტიურად იდგმება ნაბიჯები ამ პროფესიის ხელშესაწყობად. გურამ მირზაშვილი იმედოვნებს, რომ ახლო მომავალში ამ თვალსაზრისით მკვეთრი პროგრესი იქნება.

აქტუარული პროფესიის გამოყენების კუთხით, შეიძლება ითქვას, “ალდაგმა” დროს გაუსწრო. დღეს “ალდაგში” ფუნქციონირებს აქტუარული განყოფილება, რომელიც მრავალ იმ ფუნქციას ასრულებს, რომელთაც ზოგადად ასრულებს ის განვითარებულ ქვეყნებში. “ალდაგის” აქტუარების გუნდი დაკომპლექტებულია საუკეთესო განათლების მქონე ახალგაზრდებით, რომელთაც გიორგი აბაშიძე ხელმძღვანელობს – საქართველოს მასშტაბით, აკადემიური განათლების მქონე ერთადერთი აქტუარი. მან განათლება ბრიტანეთში, Heriot-Watt University-ში მიიღო, ბრიტანული აქტუარების ინსტიტუტის წევრი გახდა, პარალელურად კი საქართველოს აქტუარების ასოციაციის პრეზიდენტის პოზიციას იკავებს.

ისევე როგორც აქტუარებს, “ალდაგში” ანდერაიტერებსაც საუკეთესოებს იპოვით. “ალდაგის” მთავარი ანდერაიტერი ოთო აბულაძეა. მას ბევრისთვის ნაცნობი გზა აქვს გავლილი: ჯერ საფინანსო და საბანკო საქმე შეისწავლა, შემდეგ კი მაგისტრატურაში – სადაზღვევო საქმე, თუმცა პრაქტიკამ იმაზე მეტი მისცა, ვიდრე უმაღლესმა სასწავლებელმა.

ოთო ნახევრად ხუმრობით ამბობს, რომ “ანდერაიტერები სადაზღვევო ბაზრის ღმერთები არიან. მათ აღმერთებენ ბროკერები, კლიენტები და აგენტები. ლონდონში ბაზარი რომ იხსნება, ხალხი ფიქრობს, ნეტა როგორ ხასიათზეა ანდერაიტერი, რადგან თუ შემთხვევით ცუდ ხასიათზეა, ჯობია არ გაეკარო”.

“ალდაგს” აქვს ზომიერად კონსერვატიული, აქტუარულ გათვლებზე მყარად დაფუძნებული ანდერაიტინგული პოლიტიკა, რომელიც მიმართულია როგორც პორტფელების შემდგომ ზრდაზე, ასევე მათი უსაფრთხოების გაძლიერებაზე. ამგვარი მიდგომა “ალდაგს” საიმედოს ხდის, რაც მთავარი მოთხოვნაა სადაზღვევო კომპანიის მიმართ როგორც კლიენტების, ისე საერთაშორისო პარტნიორების მხრიდან.

“მსგავსი მიდგომებით “ალდაგი” ავტორიტეტია როგორც ქვეყნის შიგნით, ისე მის ფარგლებს გარეთ, საერთაშორისო პარტნიორების თვალში, რომლებთან ურთიერთობისას “ალდაგი” ახერხებს, იყოს თანასწორ კოლაბორაციაში და შეინარჩუნოს თავისი ხედვა რიგ საკითხებთან მიმართებით”, – ამბობს ნონა გაბაშვილი, “ალდაგის” გადაზღვევის მიმართულების ხელმძღვანელი.

აღსანიშნავია, რომ “ალდაგი”, 90-იანი წლებიდან მოყოლებული, საუკეთესო მაღალრეიტინგულ გადამზღვევლებთან თანამშრომლობს. “ალდაგი” პირველი იყო, რომელმაც საქართველოში კომპანია Swiss Re და, მასთან ერთად, მთელი რიგი წამყვანი კომპანიები შემოიყვანა.

მიუხედავად იმისა, რომ “ალდაგმა” მრავალი ეტაპი გამოიარა, რომელთა შორის არაერთი შერწყმა თუ განცალკევება იყო, დღეს ის მყარად დგას ფეხზე. მიუხედავად ამისა, ფუნდამენტურ გამოწვევად რჩება დაზღვევის შესახებ ქართველი მომხმარებლების დაბალი ცნობიერება. “იმ სახეობაშიც კი, რომელიც ყველაზე განვითარებულია საქართველოში, საკმაოდ მძიმე სტატისტიკა გვაქვს – 1 300 000 ავტომანქანიდან მხოლოდ 5%-ია დაზღვეული”, – გვიყვება ოთო.

ცნობილია, რომ საცალო სადაზღვევო ბაზრის განვითარების დონე ქვეყნის განვითარების დონის ინდიკატორია. ამ თვალსაზრისით, “ალდაგის”, როგორც ლიდერის, მთავარი გამოწვევა სწორედ საცალო სადაზღვევო ბაზრის განვითარებაა. მრავალ ქვეყანაში, როგორც წესი, საცალო ბაზრის განვითარებას ხელს სავალდებულო დაზღვევის სახეობების არსებობა უწყობდა და განვითარებულ ქვეყნებში მრავალი ასეთი სახეობაა სავალდებულო. მათ შორის ერთ-ერთია “ავტომოტოტრანსპორტის მფლობელთა მესამე პირების წინაშე პასუხისმგებლობის სავალდებულო დაზღვევა”, ასევე “დამქირავებლების პასუხისმგებლობის სავალდებულო დაზღვევა” და მთელი რიგი სხვა სავალდებულო დაზღვევები. რასაკვირველია, ისტორიულად ყველა ამ სავალდებულო დაზღვევის სახეობამ ხელი შეუწყო საცალო ბაზრის განვითარებას ამა თუ იმ ქვეყანაში. ამ თვალსაზრისით საქართველოში დღეს არასახარბიელო სიტუაციაა. ქვეყანაში ჯერ კიდევ 1997 წელს არსებობდა “ავტომოტოტრანსპორტის მფლობელთა მესამე პირების წინაშე პასუხისმგებლობის სავალდებულო დაზღვევა”, თუმცა იმის გამო, რომ პროცესი სწორად არ განვითარდა, დღეს ერთ-ერთი ის ქვეყანა ვართ, სადაც სავალდებულო დაზღვევები არ მოქმედებს.

“კარგი იქნება, თუ ამჯერად მაინც შედგება კონსენსუსი სავალდებულო სახეობის შემოღებაზე და ეს ზოგადად სადაზღვევო კულტურის განვითარებაშიც დაგვეხმარება”, – ამბობს ოთო.

იანვრიდან “ალდაგი” სამ ათეულ წელს შეაჯამებს და გაიხსენებს, ქართული სადაზღვევო ბაზრის ჩამოყალიბების შემდეგ, პირველმა როგორ დაიწყო სამოგზაურო დაზღვევის გაყიდვა, როგორ განავითარა ქონებისა და ავტომობილის დაზღვევა, როგორ გახდა ლიდერი ბიზნესის დაზღვევაში და ა.შ. – ბევრის ჩამოთვლა შეიძლება. რაც შეეხება გეგმებს, მართალია, “ალდაგში” მოვლენებს წინ არ უსწრებენ, მაგრამ გიორგი აბაშიძემ გვითხრა, რომ კომპანია საცალო ბაზარზე გააქტიურდება, რადგან კორპორაციული სეგმენტი უკვე გაჯერებულია. შესაბამისად, ახლა, ამ სტატიას როცა კითხულობთ, “ალდაგში” თქვენზე ფიქრობენ, ანუ თქვენზე მორგებულ სადაზღვევო პროდუქტს ქმნიან.

    There was a hermit crab inside and it pinched her ear. She never wants
    to go back! LoL I know this is completely off topic but I had
    to tell someone!
